The development of a sustainable disability sports programme in Cambodia for persons with a physical disability, in particular amputees.

Amputees remain a rapidly growing section of society with around 1000 new mine-related casualties each year. More mundane, but no less tragic, Cambodian motorbike accidents are contributing significantly to this increase. Rehabilitating landmine survivors and traffic accident victims forms an integral part of the disability sports development.

Objectives

  • Continue the process of national reconciliation and the rehabilitation of landmine survivors and the persons with a disability (PWD's) of Cambodia through an annual team sports training and competition programme
  • Assist the socio-economic reintegration of mine/UXO victims and other persons with disability through team sports and community-based recreational programmes
  • Establish Cambodia as the ASEAN Centre for Disability Sports Development and Competition
  • Integrate disability sports programmes into the educational and institutional frameworks of Cambodian society
  • Strengthen community participation and the development of self-help groups through team club sports programmes and the related community supporters base
  • The promotion of the ability of persons with a disability and the landmine issue through the high profile relationship between the national / international media and sport.
  • Encourage corporate sector social responsibility through sponsorship of CNVLD disability sports programmes

Targetgroup

Persons with a disability nationwide with a special focus on provinces with the highest mine/UXO casualty rate, the province of Pailin and demobilised soldiers. 70 % of the CNVLD programme participants are the survivors of the Landmine

Activitities

  • National coordination of an annual sports training and competition programme for the persons with a disability of Cambodia
  • In cooperation with the Royal Government of Cambodia; secure official ASEAN nomination of Cambodia as the Centre for ASEAN disability sports development and competition programmes
  • Utilize the foundations of the CNVLD programme to implement a broader programme of sporting and recreational activities for women and children with a disability
  • The construction of outdoor multi-purpose sports courts in provincial Cambodia within community locations and the local manufacture of sports wheelchairs
  • The provision of training the trainers courses for persons with a disability in cooperation with sports technical advisors from the German and Australian Institutes of Sports
  • The participation of Cambodian athletes with a disability in regional and international sporting events.

Expected outcomes

  • Restoring the self esteem of the persons with a disability of Cambodia through team sports programmes
  • The ongoing development of Cambodia as the regional (ASEAN) disability sports centre
  • The development of disability sports clubs as self help groups within their respective communities
  • The improved social and economic reintegration of persons with a disability including training and employment creation
  • The reintegration of disabled demobilised soldiers into mainstream Cambodian society
  • The promotion of the ability of persons with a disability through the high profile relationship between the national / international media and sport.
  • National and International awareness of the Landmine issue and of the key role that sport does play within the rehabilitation of Landmine survivors

Conclusions

The CNLVD is totally unique in being Cambodia's only professional sports programme. This achievement has been much lauded at both a national and international level, with pragmatic recognition of the fact it is the CNVLD and the Cambodian athletes with a disability who are the true pioneers of the nations sporting development.

The past five years have witnessed the development within Cambodia of the now internationally acclaimed Volleyball League programme. The League has evolved into a 15 club nationwide training and competition programme which is acting as the foundations for the development of a broader programme of sporting and recreational activities for the persons with a disability of Cambodia. Over 70 % of the athletes participating in the annual programme are the survivors of the Landmine.

One of the primary objectives of the CNVLD is to establish Cambodia as the ASEAN Centre for Disability Sports Development leading to an annual programme of regional and international competition and training programmes with the significant. A successful 2005 programme of an expanded 15 club National Volleyball League, the introduction of women's and children's with a disability sporting programmes as the staging of Cambodia's first international sporting competition is an important part of the process towards gaining the official ASEAN Disability Sports Centre nomination.
